Attached is a copy of the proposed rule, which expands upon current rules by requiring: Shielding plans for all X-ray systems or particle beam therapy systems of more than 70 kV; Department review and approval; Specific documentation; Use of a shielding plan expert; and Posting and long-term retention of shielding plans. The proposed rule does not apply to mammography, dental intraoral, dental panoramic, dual-energy X-ray absorptiometry, or podiatry systems used at or below 70kV. Shielding plans must account for acceptable workloads per calendar week. As part of this rulemaking, we are completing a cost-benefit analysis and small business economic impact statement. We have created a cost survey to identify potential new costs associated with the proposed rule. Please complete this survey if you are a: Dental clinic using dental cone-beam computed tomography (CBCT) or you plan to obtain a dental CBCT system; Medical clinic using mobile fluoroscopic X-ray or portable computed tomography (CT) or you plan to obtain a mobile fluoroscopic X-ray or portable CT; or Veterinary clinic using computed tomography (CT), cone-beam computed tomography (CBCT), or fluoroscopic X-ray systems or you plan to obtain a CT, CBCT, or fluoroscopic system. Your responses will help us understand the impacts of the proposed rule. Please complete the survey by close of business on Tuesday, October 20, 2026. What’s more — USPS cannot change its retirement model without congressional action. Our latest white paper projects the financial implications of the Postal Service’s current retirement model and explores four alternative models over the next 20 years. One option is to diversify retirement fund investments, which could by itself address the agency’s retirement benefit funding problems without affecting employee benefits, but it isn’t without its risks.
